Champlain Hudson Power Express Open Solicitation

On June 23, 2020, Champlain Hudson Power Express, LLC (“CHPE, LLC” or the “Company”) commenced an open solicitation process for transmission capacity on the Champlain Hudson Power Express (“CHPE”).

CHPE is a 1,000 MW merchant transmission line proposed by CHPE, LLC that will deliver power into New York City.  The CHPE Project will bridge the substantial geographic gap between existing and anticipated low-cost, renewable energy resources in Canada and the higher energy prices and ambitious renewable energy laws that exist in New York.

Through the open solicitation process, CHPE, LLC intends to negotiate contracts with qualified parties for firm transmission rights at negotiated rates.  Once a subset of prospective customers has been identified through the submission of Expressions of Interest, CHPE, LLC will engage in negotiations with these parties, with the objective of executing one or more transmission service agreements based on mutually agreed-upon rates, terms, and conditions. CHPE, LLC encourages interested parties to submit a non‑binding Expression of Interest on or before August 14, 2020.

Prospective customers should be aware that CHPE, LLC’s open solicitation process could result in the initial allocation of all of CHPE’s transmission line capacity. CHPE, LLC is assessing the economic and technical feasibility of increasing the capacity of the Champlain Hudson Power Express to 1,250 MW.  If increasing the transmission line’s capacity is not feasible, capacity on the Champlain Hudson Power Express will be allocated to those customers who value it most.

The Brattle Group will serve as the Independent Solicitation Manager (ISM) for this open solicitation process.

This website has been established by the Independent Solicitation Manager to host materials and facilitate communication related to this open solicitation process. Since it is the primary means of direct communication between the Independent Solicitation Manager and potentially interested entities, it is essential that potentially interested entities register through the Registration section of this website.

Interested entities also should review the Information Memorandum, which provides an overview of the open solicitation process and additional information regarding the Champlain Hudson Power Express and the potential economic benefits of the transmission capacity.
